What is RAI and BLI in Malaysia Immigration? Codes Explained

If you have been stopped at a Malaysian immigration checkpoint and told you have a "flag" or "record" in the system, you may have heard terms like RAI or BLI. These are internal codes used by the Immigration Department of Malaysia to categorise restrictions on a person's entry.

What RAI means

RAI stands for "Reject Arrival / Inadmissible." It is the most common flag people encounter. If your passport number has a RAI marker in the immigration system, you will be denied entry at any Malaysian checkpoint, whether at KLIA, a land border, or a seaport.

A RAI flag is typically placed after an overstay, a deportation, a criminal offence, or an administrative decision by the Immigration Department. It effectively means you are blacklisted from entering Malaysia.

What BLI means

BLI stands for "Blacklisted / Inadmissible." In practice, BLI and RAI function similarly. Both result in your entry being refused. The distinction is mainly an internal classification within the immigration system. From your perspective as the affected person, the practical effect is the same: you cannot enter Malaysia until the flag is cleared or your appeal is successful.

Other codes you might encounter

SBL (Senarai Berhenti / Stop List) - a general stop list that can flag a person for further checks at the counter
PATI (Pendatang Asing Tanpa Izin) - refers to illegal immigrants or foreign nationals without valid documentation
KAT (Kategori) - a category marker that may appear alongside other codes indicating the reason for the restriction

Important: These codes are internal to the Immigration Department. Officers at the checkpoint may not explain the specific code to you. If you were simply told you "cannot enter" or have a "record," it is most likely a RAI or BLI flag.

How to check if you have a flag

There is no official public portal to check your blacklist status online. The most reliable way to find out is to attempt entry and see whether you are flagged, or to contact the Immigration Department directly at 03-8000 8000 (MyGCC) and ask them to check your passport number.

What to do if you have a RAI or BLI flag

The way to address a RAI or BLI flag is to submit a formal appeal to the Director General of Immigration. The appeal should include a clear explanation of the circumstances, supporting documents, and a request for the flag to be reviewed and removed.
